What is this major amendment?

The major amendment will reflect the State Planning Policy for Natural Hazards, Risk and Resilience by incorporating the newly adopted Agnes Water Drainage Study 2025, proposed updates to three existing Flood Studies (Boyne River, Baffle Creek, Auckland Creek) and any other additional Flood Studies completed during the major amendment process.

A review of the tables of assessment and assessment benchmarks (codes) will be undertaken to ensure these are fit for purpose and are not causing unnecessary regulatory burden.

Matters such as the preparation of Site Based Stormwater Management Plans and Flood Hazard Assessment Reports (i.e. climate change and rainfall scenarios) will be investigated.

The review will also seek full compliance with the State Planning Policy.

What is the latest update?

Consultants engaged in December 2025 to undertake updates to the Baffle Creek, Boyne River and Auckland Creek Flood Study and to undertake the Deepwater Creek Flood Study. These studies are expected to be completed mid-year which will then allow officers to proceed with community engagement and amendment preparation across the second half of 2026.

What is the estimated timeline?

Work is expected to commence end of 2025 with an expected completion date of end 2026.
