Project Status
Gladstone Regional Council at its 17 March 2026 General Meeting awarded the tender for Construction of Harbour Arbour, Gladstone.
The Harbour Arbour project is a key component of the East Shores to City Heart Activation Project and represents the next stage of Council's broader Goondoon Street renewal planning.
Council owned essential infrastructure including water infrastructure, stormwater drainage and sewerage mains along a 210m section of Goondoon Street, between Lord and Yarroon Streets are nearing end of life and are scheduled for replacement.
This project will enable the replacement of critical underground assets essential to maintaining reliable water services within the CBD. Installation of larger underground pipes will improve system resilience, support firefighting requirements, increase service capacity for surrounding businesses and reduce the likelihood of unplanned disruptions.
These essential civil works provide a cost-effective opportunity for Council to also deliver a safe and green pedestrian linkage by upgrading footpaths with a pedestrian-focused streetscape and landscaping and incorporating locally inspired art installations.
The revitalisation will be a fantastic activator of economic activity, generating benefits for retail, business, hospitality, entertainment and tourism for the region as well as providing an inviting connection to explore the CBD area and East Shores.

The Harbour Arbour – East Shores to City Heart Activation Project is funded by the Australian Government’s Growing Regions Program – Round 2 and Gladstone Regional Council.

About mid-2027: Construction is forecast for completion

This initiative was initially part of the Jumpstart our City Heart Urban Renewal Strategy created to activate and revitalise Gladstone’s CBD. The project has been informed by engagement and co-design with the community to be an activator of economic activity, generating benefits for retail, business, hospitality, entertainment and tourism, enhancing both local and visitor experiences.
In January 2025, Council successfully secured $5.3 million from the Federal Government to progress the Harbour Arbour project in the Gladstone CBD. Read more here.
