Project Status

In January 2025, Council successfully secured $5.3 million from the Federal Government to progress the Harbour Arbour project in the Gladstone Central Business District (CBD).

Council owned watermains infrastructure along the harbour end of Goondoon Street, between Lord and Yarroon Streets are nearing end of life and are scheduled for replacement.

Council will also deliver a safe and green pedestrian linkage by transforming it into a vibrant tree-lined boulevard.

The revitalisation will be a fantastic activator of economic activity, generating benefits for retail, business, hospitality, entertainment and tourism for the region as well as providing an inviting pathway for future cruise ship passengers to explore the CBD area beyond East Shores.

Expected Project benefits:

  • Re-establish Goondoon Street as Gladstone's main street by improving economic and development opportunities within the CBD.
  • Create a unique identity for the CBD achieving a sense of arrival.
  • Recognise the city's heritage as an important asset and improve the quality of public spaces and streets.
  • Create a CBD destination that provides entertainment for the entire Gladstone Region.
  • Convert grey space to green and improve connectivity to activate open spaces.
  • A showcase of small business friendly commitment and activation.

Next Steps


Work is currently underway to complete the detailed design phase in anticipation to tender for construction later this year.

Pending a final investment decision, the project is forecast to be delivered by mid-2027.

This initiative is part of the Jumpstart our City Heart Urban Renewal Strategy created to activate and revitalise Gladstone’s CBD. The project has been informed by engagement and co-design with the community to be an activator of economic activity, generating benefits for retail, business, hospitality, entertainment and tourism, enhancing both local and visitor experiences.
